The Schuylkill River Development Corporation (SRDC) seeks bids for the extension of the Schuylkill River Trail and Greenway on the west side of the Schuylkill River extending from approximately 56th Street to the vicinity of 61st Street, a distance of roughly 1,900 feet.

Specific work tasks and details are shown on the Contract Documents, which are linked in the Download section below. The project involves asphalt trail construction, extensive landscaping, trail lighting, and the construction of a fishing pier and river overlook.

SRDC is eager to have this work completed in a timely manner and intends to make a decision and enter into a contract quickly. It is our expectation that prospective bidders are able and committed to begin quickly, with the desire being to have this work completed in a timely manner. The Bid Submission due date is Thursday, April 30, 2020 by 4pm. SRDC reserves the right to reject any or all bids. Bidding details are contained in the Bid Manual, which is part of the contract documents.

Contract Documents

The contract documents include the Project Bid Manual (309 pages) and the Project Construction Drawings (36 sheets). Sub-sets of drawings by trade/discipline are provided separately for convenience. Also provided for informational purposes are two geotechnical reports relating to the structural elements. All documents can be downloaded using the links below.

Pre-Bid Site Visit
A non-mandatory pre-bid conference will be held on Tuesday April 7, 2020 at 2pm. Due to travel restrictions, this conference will be conducted as a conference call. Contractors wishing to participate in this conference call should contact Marc Morfei (Pennoni Associates, 215-254-7790) and Joseph Syrnick (215-964-4179) to receive instructions on how to join the discussion. Additionally, contractors are advised and strongly encouraged to visit the project site before quoting to view and assess the project scope, site conditions, and limitations. SRDC would be pleased to escort contractors on this site visit and answer any questions about the project. Call Joseph Syrnick (215-964-4179 or 215-309-5523, ext 102) to arrange for this site visit.

Contractors who have an interest in this bid and who download contract documents should provide SRDC a contact name and email address as soon as possible. This information will be used to send out important bid information including Addenda and/or answers and clarifications to questions that arise during the bid period. Without your contact information we have no way of gauging your interest in the project and getting information to you.

Material questions, such as project clarifications which could affect the bidding, should be emailed to Joseph Syrnick ([email protected]) and Marc Morfei ([email protected]) by 4pm on April 14, 2020. Answers to these questions will be emailed to all parties who have advised SRDC that they have an interest in this bid and have provided a contact name and email address. They will also be posted on the SRDC website (www.schuylkillbanks.org). 

Contractors are advised that this contract is partially funded with a Commonwealth of Pennsylvania grant. Consequently, certain state requirements need to be met including, but not limited to, the use of Pennsylvania Prevailing Wage Rates and adherence to the PA Steel Procurement Act.
